2026 FINANCE LAW

Investing in R&D is now mandatory

1%

of taxable profit to be invested in R&D or innovation every year.

DZD 2 bn

in annual revenue: the threshold above which the requirement applies.

A tax

levied on the gap between this minimum and actual R&D spending.

In force since January 1, 2026 (Article 119). Since the order of October 11, 2026, R&D spending is declared on innovation.gov.dz before January 31, with supporting documents.

The key challenges

Four situations we encounter in almost every company that invests in R&D.

Scattered, poorly prioritized R&D projects.

R&D projects run in isolation, without clear priorities, leading to inefficient use of resources.

A gap between strategy and operations.

Strategic direction and day-to-day execution drift apart, undermining the consistency and effectiveness of actions.

Incentive schemes underused or misused

Incentive schemes are under-leveraged or poorly applied, reducing their impact and effectiveness.

A critical incident occurs, and information travels too slowly.

When a critical incident occurs, information flows slowly, delaying decisions and the right response.

The value of R&D investments is hard to demonstrate.

The value and impact of R&D investments are hard to measure and justify clearly.

THE PLATFORM

From strategy to decision

Set the direction

Your strategic priorities become measurable objectives, then programs and projects, each with an owner, a budget and a priority.

Drive execution

Every project is tracked day to day: progress, milestones and deliverables, using one method shared by all your teams.

Control costs and variances

The actual cost of every project, planned-versus-actual variances, independent audits: overruns are caught early, and your funding applications rest on reliable figures.

Focus on what matters

Leadership sees what needs its attention without getting lost in the details: at-risk projects, budget overruns, open issues.

You probably have a few questions

Answers to the questions we’re asked most often. Don’t see yours? The form below comes straight to us.

Is my company affected by the 2026 Finance Law?

Article 119 of the 2026 Finance Law applies to companies incorporated under Algerian law with annual revenue of at least DZD 2 billion: they must invest at least 1% of their taxable profit in research, development or innovation, or pay a tax on the shortfall. The sectors concerned and implementation details are set by regulation; our teams track these developments and help you see where your company stands during the assessment.

Yes. The platform structures the information required on innovation.gov.dz (activities, expenses, resources, results), and our teams can prepare and file the application for you. As Ithria is a government-labeled startup, using the platform may itself qualify as an innovation expense.

No. Ithria connects to your existing software, either automatically or through file imports (Excel, CSV…). Our team supports you so that everything is up and running quickly.

That’s often where our clients start. We offer hands-on training in R&D and innovation management, tailored to the Algerian context, and we support you in structuring your approach.
